Interchange

Outside the EU Interchange Fee Regulation; no statutory interchange cap applies. Domestic card transactions clear and settle through BKM's Domestic Clearing and Settlement System (YTH), and BKM holds a payment system operator licence granted by the CBRT (decision of 12 June 2015). The interchange rates themselves were not sourced: BKM's own fee pages block automated access.

Surcharging

The PSD2 Art. 62(4) surcharging ban does not apply (Türkiye is outside the EU/EEA). Turkish practice is governed by the Bank Cards and Credit Cards Law No. 5464, but the article text could not be retrieved from a primary source - the BDDK site was unreachable and the official mevzuat.gov.tr PDF uses a subset font that does not extract reliably - so no rule is asserted here.
