Mastercard makes offline payments mandatory across Europe

From February 2027 every newly issued Mastercard card in Europe must be offline-capable, and from May 2027 every newly installed or replacement terminal must accept offline payments. Approval happens locally against a limit on the chip, capped at EUR 200 per transaction, and clears once connectivity returns.

This is a scheme mandate with hard dates, not a product launch. Issuers get a card-production deadline, and from May 2027 offline capability becomes a procurement requirement for terminal makers, acquirers and PSPs. It follows the April 2025 Iberian blackout and makes a Nordic pilot the European baseline.
