What it does
State-owned company, wholly held by the Ministry of Economy and Finance and supervised by the Presidency of the Council, that runs the pagoPA platform — the national rail every payment to an Italian public administration passes through — plus the IO citizen app, SEND and Check IBAN. It is not itself a PSP and holds no Banca d'Italia licence: the ~150 licensed PSPs plug into it, which is why the country note's existing Viva.com reasoning leans on pagoPA's list of active payment service providers rather than on pagoPA as a provider.
