UK moves its payments rulebook from statute into FCA rules
HM Treasury opened a consultation on 14 July that would lift the technical and firm-facing parts of the Payment Services Regulations 2017 and the Electronic Money Regulations 2011 out of legislation and into FCA rules. It also asks how tokenised payments, agentic AI payments and a long-term commercial model for Open Banking should be handled. It closes on 6 October.
This is the biggest rewrite of UK acceptance rules since PSD2 was onshored, and it hands the pace of change to a regulator instead of Parliament. For acquirers, PSPs and merchants it decides how fast new acceptance models can launch, and whether pay-by-bank finally gets a commercial framework rather than another interim fix.

Bizum Pay reaches Spanish tills, bypassing the card schemes
Bizum launched its NFC wallet on 14 July: it pays at the terminal account to account, is already accepted at more than a million Spanish terminals, around 60 percent of the estate, and needs no hardware swap.
