Visa and Mastercard join Rain's Agentic Payments Alliance, a second agent-commerce standards body
What happened
Rain launched the Agentic Payments Alliance (APA), a 26-member coalition set up to guide how agent-driven commerce gets built. Founding members include Visa, Mastercard, Fiserv, Circle, Shift4, Evertec, Yuno, Remitly, Sardine, Lithic, Episode Six and a cluster of crypto-infrastructure firms (Avalanche, Solana, Fireblocks, Chainalysis, Uniswap Labs, Crossmint, Turnkey, Monad).
The alliance names three early workstreams: shared research and frameworks, testing emerging standards for agent identity and authorisation, and advocacy on the regulatory questions agentic commerce raises. It is run collectively by its founding members rather than owned by Rain, and the charter and mission are still to be set by those members.
Mastercard's Sherri Haymond, EVP Global Head of Digital Commercialization, framed the risk as innovation outpacing alignment rather than the industry moving too slowly.
Why it matters
This is the second cross-industry standards body for agent-initiated payments inside five weeks, after the Linux Foundation's x402 Foundation went operational on 14 July with a heavily overlapping premier-member list (Visa, Mastercard, Fiserv, Circle). Two coalitions drafting agent identity and authorisation rules in parallel is a fragmentation risk that lands on the acceptance side: European acquirers and PSPs would have to support whichever authorisation model their merchants' agents actually use, and agent identity collides directly with the strong-customer-authentication regime PSD3/PSR is finalising.
Membership is the tell on where the European view sits — no European acquirer, PSP or scheme is a founding member, so Europe is represented only indirectly through Fiserv and Yuno, and the crypto-rail weighting of the list points the group at stablecoin settlement rather than at card acceptance in the EEA.
What to watch
- Whether the APA charter, once its founding members set it, overlaps or deliberately splits scope with x402
- Whether any European acquirer, PSP or scheme joins
- Whether either coalition's agent-authorisation model is put to the EBA or the Commission as the PSD3/PSR text is finalised
