EBA makes USDC the EU's first significant e-money token and takes over its reserve supervision from 12 November

EU

What happened

The European Banking Authority announced on 14 October 2026 that it has classified USDC, issued in the EU by Circle Internet Financial Europe SAS, as a significant e-money token under the Markets in Crypto-Assets Regulation. It is the first of the 45 e-money tokens notified in the EU to be designated significant. From 12 November 2026 the EBA takes over direct supervision of USDC's own funds, reserve of assets, liquidity requirements and recovery and redemption plans from the French regulator ACPR, which keeps supervision of governance, qualifying holdings, fit and proper assessments, outsourcing and conflicts of interest.

Why it matters

MiCA's significance test is the point at which a stablecoin stops being a national supervisory matter and becomes a European one, and USDC is the first token to cross it. For acceptance that is more than a compliance detail: the reserve, liquidity and redemption rules now set centrally are precisely the ones that decide whether a euro or dollar stablecoin can be relied on for merchant settlement, and a token supervised by the EBA carries a different risk profile in a treasury assessment than one supervised by a single national authority.

It also arrives in the same month that Visa moved stablecoin prefunding into production and Mastercard launched a fiat and stablecoin platform with BVNK, so the supervisory architecture is hardening at the moment the payment rails start using these instruments in anger.

What to watch

Which of the remaining 44 notified e-money tokens the EBA designates next, whether EBA supervision changes USDC's reserve composition or redemption terms, how acquirers and PSPs treat an EBA-supervised token in settlement and treasury policy, and whether a euro-denominated token reaches the significance threshold.
